Network Engineer/Manager Expertise – The candidate shall provide network engineer expertise and shall be responsible for the following: 

Control Systems Administration Expertise – The candidate shall provide expertise on configuration, maintenance, management, and cyber security compliance associated with the all FRCS, IT, and other networking components. The candidate shall provide control system expertise and use best practices and industry knowledge to perform control system and SCADA configuration and management support including the following:

The candidate shall provide CYBERSAFE CA support in support of cybersecurity resiliency to include:

  • Execute NAVFAC CYBERSAFE CA checklist while interviewing stakeholders
  • Ensure required artifacts (HW/SW, network diagrams, other various documents) are accurate and develop\update these artifacts where necessary
  • Execute the CYBERSAFE system and component grading process and ensure proper adjudication remotely via SIPR VTC
  • Develop and present briefing material to ensure all stakeholders are aware of how the CA process works
  • Track logistics of team to ensure proper JPAS visit requests and training is completed in alignment with the 1650 assessment team and schedule if applicable depending on COVID-19 travel restrictions
  • Train onsite personnel on how to execute the NAVFAC CYBERSAFE CA to include development\modification of training materials
  • Develop and maintain project schedule
  • Modification of CA Tools as necessary
  • Other duties as necessary to accomplish completed and adjudicated CA’s

Systems Engineering Technical Review Support – The candidate shall provide Systems Engineering Technical Review (SETR) support to NAVFAC to include building, managing, deploying, and managing the NAVFAC enterprise SETR process(es).  The contractor shall provide expertise across multiple systems engineering disciplines to ensure the SETR meets DON standards, is tailored to address Command-specific efforts, and meets integration/interoperability concepts supporting IT/OT interfaces as applicable to NAVFAC.  The candidate shall use industry knowledge and expertise to update the NAVFAC SETR process handbook.
