Electromagnetic Spectrum Portfolio Analyst

We are seeking a dynamic and proactive Electromagnetic Spectrum Portfolio Analyst to join our team. In this role, you will provide critical support to the Management & Integration Division (AF/A2/6LI), assisting in various tasks related to Air Force Planning and Program Objective Memorandum (POM) development, as well as advocating for funding for Electromagnetic Spectrum (EMS) superiority force and capability development. You will play a key role in supporting communication efforts, program element monitoring, and the coordination of activities within the Spectrum Integration Group (SIG).

Key Responsibilities:

  1. Support liaison activities with AF/A2/6, AF/A8, and MAJCOMs regarding Air Force Planning and Program Objective Memorandum (POM) option development.
  2. Assist in EMS superiority portfolio analysis and reporting using the Program & Budget Enterprise System (PBES). Support the development of EMS superiority planning and programming option scaling, time phasing, and prioritization recommendations.
  3. Develop and draft responses, presentations, papers, and reports to advocate for funding for EMS superiority force and capability development in Planning, Programming, Budgeting, and Execution (PPBE) processes.
  4. Assist in the communication of EMS superiority portions of the Air Force POM and President’s Budget (PB) to stakeholders inside and outside the Air Force through the development of responses, presentations, papers, and reports.
  5. Provide support for program element monitoring tasks for select EMS-related program elements, including drafting and coordinating Budget Estimate Submission documents in the Integrated Budget Documentation and Execution System (IDECS).
  6. Support the A2/6L lead of the Spectrum Integration Group (SIG) for MAJCOM EMS Enterprise synchronization. This includes developing and drafting emailing lists, MS Teams channels, agendas, venue logistics, announcement and invitation emails, meeting presentations, papers, reports, and meeting minutes for semi-annual group conferences.

Qualifications:

  • Top Secret Security Clearance
  • Experience working in the IDECS and PBES Systems
  • Bachelor’s degree in a relevant field (e.g., Business Administration, Public Administration, Communications, etc.)
  • Experience working in a government contracting environment, preferably in support of the Department of Defense or Air Force
  • Strong understanding of Air Force Planning and Program Objective Memorandum (POM) processes
  • Excellent communication and writing skills, with the ability to draft clear and concise responses, presentations, and reports
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Ability to work effectively both independently and as part of a team
  • Strong organizational skills and attention to detail
  • Knowledge of Electromagnetic Spectrum concepts and terminology is a plus
