Kirk Lipscomb

Mr. Lipscomb has over 40 years of Software Development experience in every role from hands-on programming to managing large technical teams. He has led multiple Agile transformations and teaches a Masters level course in Agile Software Development. He holds a BS in Computer Science and an MBA in Technology Management. His certifications include Certified Scrum Professional (CSP), Project Management Professional (PMP), SAFe Practitioner and ITIL Foundations.
His private sector experience includes owning a software development company servicing a large variety of industries. He also held leadership roles in Cybersecurity, Retail and FinTech. As a Program Manager, he led a number of Air Force projects. He deployed to Iraq, managing a team that supported a central incident reporting system used across Iraq and Afghanistan. Embedded with US Army Knowledge Management, this support included technical assistance, bug fixes, network maintenance, requirements gathering, testing and training. After his tour in Iraq he assumed the Product Manager role for that system, where he worked closely with Air Force Research Labs (AFRL) to coordinate product releases, implemented Agile processes, led the development team and briefed senior government officials. Most recently he has managed the creation of a DevSecOps Software Factory for the US Coast Guard.
