I. Program Overview
Program Description
The Air Force ISR Digital Infrastructure Transformation enables intelligence analysts to securely use modern technologies to deliver intelligence at the speed of relevance. This effort spans data and analytics, automation, augmentation and AI, networks, hybrid and multi-cloud, enterprise services, and cybersecurity to improve integration and synchronization across the Intelligence Community, the Department of Defense, and mission partners.
Program Objective
This program supports senior leadership by improving execution, organizational synchronization, task visibility, reporting discipline, and mission-aligned decision-making across a fast-paced headquarters environment.
Program Scope
Support includes operational integration across leadership priorities, battle rhythm management, ETMS2/TMT tasking oversight, executive front office coordination, weekly reporting, cross-functional synchronization, and workflow improvement to help headquarters leadership maintain alignment, accountability, and timely execution.
II. Position Overview
The Operations Lead provides senior-level operational support to Headquarters United States Air Force A2OI by integrating leadership priorities, tasking, reporting, and execution activities across the organization. This role translates leadership intent into action, synchronizes civilian and military staff efforts, maintains visibility across ongoing efforts, and helps ensure leadership remains informed, prepared, and positioned to make timely decisions. The position requires strong judgment, executive-level communication, responsiveness, and the ability to influence execution across multiple teams and stakeholders without formal supervisory authority.

- Work Location: NCR – In Office
- Security Clearance: TS/SCI
- Travel Requirements: TDYs as required by the Government
III. Key Responsibilities
Operational Integration
- Translate senior leadership guidance, priorities, and decisions into executable actions across the organization.
- Provide day-to-day operational integration support to ensure alignment with mission priorities and leadership intent.
- Maintain awareness of ongoing activities, competing demands, and execution dependencies across the staff.
- Anticipate requirements and initiate actions proactively to support leadership objectives.
Battle Rhythm and Task Management
- Design, maintain, and refine the organizational battle rhythm to align meetings, deliverables, decision points, and leadership engagements.
- Oversee ETMS2/TMT or successor tasking processes to ensure tasks are received, assigned, tracked, and completed on time.
- Maintain visibility into suspense dates, ownership, task status, and execution risks.
- Enforce accountability through follow-up, escalation, and status review.
- Review tasking responses for formatting, completeness, and leadership-readiness before submission.
Leadership and Front Office Coordination
- Coordinate and prepare leadership for engagements with senior Air Force front office stakeholders and other high-level participants.
- Ensure leadership materials, actions, and follow-up efforts remain aligned with higher headquarters priorities.
- Serve as a liaison between internal teams and external stakeholders to support clear communication and coordinated execution.
- Support leadership in managing high-visibility interactions and related action flow.
Reporting and Communication Oversight
- Direct the development, coordination, and submission of recurring organizational reporting, including the Weekly Activity Report.
- Ensure reporting products are accurate, timely, and aligned with leadership priorities.
- Standardize reporting practices and workflows to improve clarity, consistency, and efficiency.
- Maintain quality control over reporting inputs from across the organization.
Organizational Effectiveness and Cross-Functional Coordination
- Identify operational gaps, inefficiencies, and emerging issues affecting mission execution.
- Develop and implement practical improvements to workflows, coordination, and communication.
- Integrate efforts across teams, staff elements, and mission partners to strengthen unity of effort.
- Serve as a central synchronization point for ongoing initiatives, emerging priorities, and organizational actions.
IV. Minimum Qualifications
Education
Bachelor’s degree in Business Administration, Public Administration, Management, Organizational Leadership, Communications, Political Science, International Affairs, Government, a STEM-related field, or equivalent combination of education and professional experience.
Experience
- 10+ years of experience in executive operations, headquarters support, organizational integration, program management, operations management, or similar functions.
- Experience supporting senior leaders in government, defense, intelligence, or other high-visibility mission environments.
- Experience managing battle rhythms, executive tasking, reporting processes, and cross-functional coordination.
- Experience working with ETMS2/TMT or comparable action-tracking platforms.
- Experience translating leadership priorities into executable actions across multiple teams.
- Experience operating effectively in fast-paced environments with competing priorities and compressed timelines.
V. Preferred Qualifications
- Experience supporting Headquarters Air Force, Air Force A2, DoD, or Intelligence Community headquarters operations.
- Experience serving in a chief of staff, executive officer, action officer, strategic integrator, or comparable headquarters support role.
- Experience using ETMS2/TMT within Air Force or DoD staff environments.
- Experience managing Weekly Activity Reports, executive updates, or similar recurring senior leader reporting.
- Experience coordinating with senior military leaders, SES personnel, and higher headquarters staff.
VI. Certifications
