Program Description

The Air Force ISR Digital Infrastructure Transformation enables intelligence analysts to securely leverage modern technologies to deliver intelligence at the speed of relevance. This effort spans data and analytics, automation, augmentation and AI, networks, hybrid and multi-cloud, enterprise services, and cybersecurity to strengthen integration across the Intelligence Community, the Department of Defense, and mission partners.

Program Objective

This program supports senior leadership by improving governance discipline, task visibility, reporting quality, and timely decision-making across a complex headquarters environment.

Program Scope

Support includes executive forum management, agenda and read-ahead preparation, decision documentation, classified material control, knowledge management, action tracking, and continuous process improvement to help leadership maintain alignment, accountability, and execution.

II. Position Overview

The Senior Executive Support Specialist provides senior-level support for the end-to-end management of executive councils, boards, and related decision forums. The role serves as the procedural backbone for executive governance by ensuring topics are properly staffed, reviewed, documented, and advanced through a disciplined process. This position manages the full meeting lifecycle, oversees TS/SCI decision-support materials, and works across leadership, action officers, presenters, and security personnel to keep executive forums efficient, well-documented, and decision-ready.

III. Key Responsibilities

Governance Lifecycle Management

  • Orchestrate the master schedule for executive councils, boards, pre-briefs, and ad hoc governance sessions.
  • Serve as the intake and gatekeeping point for topics submitted for executive review and ensure packages are complete and routed for required approvals.
  • Provide presenters, sponsors, and action officers with clear procedural guidance, suspense timelines, and participation requirements.

Briefing and Content Quality

  • Review and refine briefing materials to improve clarity, structure, and decision quality for senior leadership.
  • Compile and distribute read-ahead packages within established suspense timelines while maintaining strict version control and information integrity.
  • Handle, store, and transmit classified materials in accordance with TS/SCI requirements and approved release controls.
  • Own the agenda-setting and intake process, proactively working with leadership to identify, prioritize, and assign topics for council review to ensure strategic alignment.

Meeting Execution and Decision Documentation

  • Attend executive sessions to capture decisions, action items, voting outcomes, and required follow-on actions.
  • Document proceedings and drive the assignment of action items, ensuring clear ownership, suspense dates, and expected outcomes are established.
  • Prepare meeting minutes, decision memorandums, and related correspondence that formalize leadership guidance and preserve the official record.
  • Manage staffing, review, signature, and final distribution of executive decision documents, including asynchronous staffing actions when required.

Knowledge Management and Action Tracking

  • Maintain the official repository for executive council records, materials, and supporting documentation in accordance with security and records-management requirements.
  • Track follow-on tasks, reports, edits, and suspense items resulting from executive decisions through closure.
  • Communicate deadlines, required revisions, and leadership feedback to presenters and action officers to preserve meeting-cycle integrity.
  • Actively manage the tracker of all issues and decisions, driving the completion of follow-on tasks and holding action officers accountable for outcomes. Escalate roadblocks to leadership to ensure timely closure.
  • Implement and manage modern workflow tools (e.g., Jira, Confluence) to provide leadership with real-time visibility into issues, decisions, and the status of action items.

Stakeholder Coordination and Process Improvement

  • Coordinate effectively with council leadership, action officers, presenters, voting members, and support staff to sustain a reliable governance process.
  • Identify workflow gaps, administrative friction points, and inefficiencies affecting executive decision support.
  • Implement practical improvements to templates, trackers, and governance workflows to enhance transparency, efficiency, and accountability.

IV. Minimum Qualifications

Education

Bachelor’s degree in Business Administration, Public Administration, Management, Communications, Political Science, Organizational Leadership, Information Management, or a related field, or an equivalent combination of education and professional experience.

Experience

  • 10+ years of experience supporting executive operations, governance processes, board or council management, action staffing, program management, or comparable senior leadership support functions.
  • Experience managing high-visibility meetings, decision forums, or executive-level processes in government, defense, intelligence, or similarly regulated environments.
  • Experience preparing, reviewing, and coordinating briefings, executive correspondence, minutes, decision memorandums, or comparable leadership support products.
  • Experience handling classified or otherwise sensitive information in accordance with established security and records-management procedures.
  • Experience working across diverse stakeholder groups, including senior executives, action officers, and operational support staff.

V. Preferred Qualifications

  • Experience supporting executive councils, governance boards, or resource decision forums within the Air Force, DoD, or Intelligence Community.
  • Experience working with TS/SCI budget materials, resource review processes, or other highly sensitive executive decision packages.
  • Experience with knowledge management platforms, executive records repositories, or secure document management environments, along with experience utilizing modern collaboration and workflow tools such as Jira and Confluence to manage actions and drive outcomes.
  • Experience drafting executive memorandums, staffing packages, or formal meeting minutes for senior leadership review.
  • Experience improving organizational processes, workflows, templates, or governance mechanisms in high-visibility environments.

VI. Required Competencies

  • Strong written and verbal communication suited for senior executive audiences.

  • Ability to coordinate effectively across leadership, action officers, presenters, and support staff in sensitive environments.
  • Ability to drive action items from assignment through to closure, hold owners accountable, and report on progress and outcomes.
