Technical Project Leader

Role Summary

The Technical Project Lead (TPL) provides leadership and management for application development teams. This role is responsible for the end-to-end delivery of secure, scalable, and maintainable systems, ensuring alignment with USPS technology standards and policies. The TPL acts as the primary point of contact for project execution, coordinating between Business Systems Analysts (BSAs), Technical Architects, development teams, and USPS management to ensure successful delivery and operational readiness. The position also focuses on driving efficiency through modern development practices and the responsible application of AI-assisted tools.

Key Responsibilities

• Lead the day-to-day activities of application development teams to ensure timely and high-quality delivery of project milestones.
• Manage the full Software Development Life Cycle (SDLC), from initial scoping and requirements gathering through deployment and maintenance.
• Partner with BSAs and Technical Architects to define technical scope, effort estimates, and resource requirements.
• Coordinate with Environment Management and Release Management teams to ensure smooth transitions across development, testing, and production environments.
• Monitor project progress, identify risks and bottlenecks, and implement mitigation strategies to keep delivery on track.
• Facilitate technical discussions and decision-making within the team, ensuring alignment with enterprise architecture and security policies.
• Promote engineering excellence by enforcing coding standards, unit testing requirements, and CI/CD best practices.
• Drive the adoption of AI-assisted development tools to improve team productivity, code quality, and documentation efficiency.
• Communicate project status, technical risks, and resource needs to USPS Managers and Executives in clear, actionable terms.

Required Skills

• Proven experience leading technical teams in the delivery of complex enterprise applications.
• Strong understanding of the Software Development Life Cycle (SDLC) and project management methodologies (Agile, Waterfall, or Hybrid).
• Excellent communication skills with the ability to translate technical project details for non-technical management audiences.
• Experience coordinating with cross-functional stakeholders, including BSAs, Architects, and Environment Managers.
• Knowledge of modern development practices, including CI/CD, automated testing, and secure coding standards.
• Familiarity with AI-assisted development tools and concepts to drive team efficiency.

Preferred (Optional)

• Relevant certifications in Project Management (e.g., PMP) or Technical Leadership.

RESTRICTIONS

• Cannot be a member of the USPS eAccess Corporate Developer Registration (CDR) to develop new code due to segregation of duties requirements.
