USPS Postal Alert Notification System (PANS) enables real time data entry, analysis and response to emergency incidents both natural and man-made. The PANS system links several legacy systems within the USPS infrastructure to relate and more efficiently utilize data provided by these systems. It enables real time reporting of incidents; management decisions based upon data; enterprise wide archiving and acquisition of subject matter experts and resources; archival of incident data and response for later operational and financial audit; tracking of identified mail pieces so that affected employees/facilities assets are identified; key contact and response resource data for each facility; real time communications for incident involved teams; access to contract resources for incident management.

- Build/maintain CI/CD pipelines using Jenkins and/or GitLab.
- Implement automated testing (unit/integration) and quality gates.
- Integrate security checks (SAST/DAST/dependency scanning) into pipelines
- Manage database versioning and deployments using Flyway (migrations, baseline strategy, rollback approach where applicable).
- Troubleshoot and resolve production issues; perform root-cause analysis; optimize performance and reliability.
- Support integration efforts (including COTS integration) and coordinate with security, operations, and architecture teams.
- Participate in Agile ceremonies, peer reviews, and technical documentation; uphold coding standards and best practices.
- Identify opportunities to incorporate AI (e.g., intelligent automation, summarization, anomaly detection) while meeting USPS/ security governance requirements.
- Design, develop, test and maintain Java web applications using Spring Boot and related frameworks.
- Develop and integrate RESTful APIs (and SOAP where needed), ensuring secure and reliable service communication.
