Program Scope and Description
The program encompasses the modernization, sustainment, and day-to-day operation of the Department of the Air Force Organizational Server (DAFOS) under the AFLCMC Business and Enterprise Systems Directorate (BES) for the Global Force Management – Data Initiative (GFM-DI). DAFOS functions as a critical National Security System that consumes, validates, and standardizes key Air Force force-structure data—including units, billets, platforms, and command relationships—and publishes it to the Joint Staff to support war and contingency planning. Operating on Air Force Cloud One (AWS) and transitioning to the DoD Software Acquisition Pathway, the program utilizes a performance-based, firm-fixed-price Agile delivery model on a three-week sprint cadence, requiring close daily coordination with the COR, Contracting Officer, and GFM-DI PMO to ensure full alignment with DoD standards and mission-critical objectives.
Key Responsibilities
- Serve as the local Project Lead with full authority to act on day-to-day operational matters; coordinate directly with the COR, Contracting Officer, and GFM-DI PMO.
- Facilitate all Scrum ceremonies — Daily Stand-ups, Sprint Planning, Release Planning, Sprint Reviews, and Retrospectives — on a three-week sprint cadence, enforcing timeboxes and driving continuous improvement.
- Partner with the Government Product Owner to groom, scope, estimate, and prioritize the backlog based on mission value and technical feasibility.
- Enforce the Definition of Ready and Definition of Done, and manage sprint commitments to consistently meet the 90% sprint acceptance threshold.
- Lead contract transition-in, including authoring the Transition-In Plan within three business days of award and reaching full staffing within 30 days.
- Own program management deliverables: Program Management Plan, Monthly Status Reports, briefing materials and meeting minutes, Agile tool reports, metrics reports, and the Transition-Out Plan.
- Identify and manage program risks, schedule, quality control, and stakeholder communications across Government, PMO, and associate contractors.
- Coordinate personnel onboarding and security administration (visit requests, CAC and badge processing, system access requests) with the Facility Security Officer and Government security personnel.
