Senior AI Adoption Analyst

Position Summary

The Senior AI Adoption Analyst develops workforce guidance and analyzes adoption and business value for USPS OIG’s Responsible AI Framework. The role helps employees apply responsible AI practices in audit, review and investigative activities through usable learning materials, clear process requirements and evidence-based reporting. Responsibilities require business analysis, instructional design, workforce enablement, performance measurement and ROI analysis, including the ability to distinguish measured results from estimates. This position is contingent based on award, with an anticipated salary range of $145,000-$175,000 based on candidate qualifications and final contract requirements.

Work Environment

  • Work Location: Arlington, VA and field offices; remote as Government-approved
  • Security Clearance: Government suitability and access requirements to be confirmed

Program Context

Program Description

The USPS Office of Inspector General is strengthening its Responsible AI Framework to support the trusted use of artificial intelligence in audits, reviews, and investigations. The program builds on existing AI governance bodies and enterprise technology to advance ethical AI practices, workforce readiness, risk management, use-case evaluation, performance measurement, and data governance. Government personnel retain policy approval, risk acceptance, and decision-making authority.

Program Scope

The program encompasses enhancements to AI ethics controls, workforce guidance and training resources, AI risk registries and validation procedures, use-case intake and review workflows, performance monitoring and ROI measurement, and AI inventory and governance policies. Work includes configuration, integration, documentation, and reporting within the Government’s existing enterprise environment.

Key Responsibilities

Business Analysis and Process Improvement

•  Gather and analyze business needs, user requirements and operational constraints.

•  Document workflows, identify process gaps and recommend practical improvements.

•  Translate user needs into clear functional requirements and acceptance criteria.

•  Facilitate requirements discussions and user reviews to verify that proposed capabilities address documented business needs.

Workforce Enablement and Responsible AI

•  Develop role-based guidance, instructional materials, reusable templates and operating procedures.

•  Explain responsible AI use, human review, data handling and appropriate prompt practices in accessible language.

•  Apply instructional design and change management principles to improve usability and adoption.

•  Assess workforce needs and refine materials using user feedback and learning evidence.

Performance Analysis and Business Value

•  Define meaningful KPIs, calculation rules, baselines and data requirements.

•  Analyze training, adoption and operational data using appropriate analytical and reporting tools.

•  Assess costs, benefits and ROI while documenting assumptions and distinguishing estimates from measured results.

•  Validate dashboard measures and explain findings, trends and limitations to stakeholders.

Reporting and Knowledge Management

•  Prepare clear executive reports and presentations with evidence-based recommendations.

•  Maintain user guidance, prompt resources and knowledge materials with appropriate review and version control.

•  Identify skill gaps and recommend improvements to workforce support and learning activities.

•  Resolve user requirements with mission, training and technical stakeholders and explain procedures to designated knowledge owners.

Expected Outcomes

•  Role-based guidance, learning materials and reusable templates that explain appropriate AI use, human review and data handling in usable terms.

•  Validated business requirements and process recommendations that reflect user needs, operational constraints and acceptance criteria.

•  KPI and ROI reporting with defined calculations, documented baselines, traceable data and a clear distinction between measured and estimated benefits.

•  Executive reports and workforce recommendations that identify adoption trends, skill gaps and actions supported by training and operational evidence.

Qualifications

Education

Bachelor’s degree in information systems, business analytics, education, organizational development or data science, or equivalent relevant experience. A relevant master’s degree is preferred.

Professional Certifications

Preferred: Relevant certification in AI, instructional design, organizational change, analytics or project management.

Minimum Qualifications

•  At least 8 years of relevant business analysis, workforce enablement, analytics, organizational change or process improvement experience.
•  Experience independently developing role-based playbooks, instructional materials or operating templates.
•  Practical understanding of responsible AI use, human review, data handling and prompt management.
•  Experience defining KPIs, benefit baselines and ROI with traceable assumptions.
•  Proficiency in Power BI or comparable reporting tools and experience working with LMS or workforce data.
•  Ability to translate user needs into integration requirements and validate engineering outputs.
•  Experience producing executive reports and coordinating technical, training and mission stakeholders.

Preferred Qualifications

•  Federal or regulated workforce enablement and AI adoption experience.
•  Prompt Library review and version management implementation.
•  Microsoft 365, Confluence and Jira experience.
•  Experience measuring training effectiveness and operational adoption.
