Position Summary
The Systems Analyst supports NAVFAC engineering operations by analyzing complex science, engineering, business, and data-processing problems and developing practical application, systems administration, or network solutions. The analyst reviews system capabilities and workflows, performs systems management and integration, recommends improvements or commercial software where appropriate, and prepares technical documentation for Risk Management Framework (RMF) activities and monthly status reports (MSRs).

Program Description
Support NAVFAC technical and engineering stakeholders who rely on interconnected applications, computer systems, and data-processing workflows. Assess existing capabilities and constraints before proposing solutions or changes.
Program Scope
Analysis of complex technical and business problems; application, systems administration, and network solution development; systems management and integration; capability, workflow, and schedule assessment; existing-system optimization; commercial software evaluation; RMF technical documentation; and MSRs.
Key Responsibilities
REQUIREMENTS AND SYSTEMS ANALYSIS
• Analyze science, engineering, business, and data-processing problems and document requirements and constraints.
• Review existing system capabilities, operational workflows, interfaces, and schedule limitations.
• Translate analytical findings into feasible application, administration, or network solution options.
SOLUTION DESIGN AND IMPLEMENTATION
• Develop and implement solutions to complex applications, systems administration, or network concerns within assigned authority.
• Perform systems management and integration functions and coordinate dependencies across affected teams.
• Evaluate outcomes and recommend improvements to existing computer systems.
CAPABILITY AND SOFTWARE EVALUATION
• Assess the performance and fit of current capabilities against operational needs and workflow constraints.
• Analyze commercially available software when relevant and document its capabilities, limitations, and integration considerations.
• Communicate options and recommendations to technical and program stakeholders for decision.
RMF DOCUMENTATION AND REPORTING
• Prepare technical documentation that supports RMF and NAVFAC engineering operations.
• Document analyses, system changes, integration decisions, constraints, and validation results.
• Prepare MSRs summarizing progress, deliverables, issues, risks, and planned follow-up.
Qualifications
Education
High school diploma or GED equivalent required. Postsecondary study in information systems, computer science, engineering, business systems, or a related field preferred.
Professional Certifications
Relevant systems, architecture, or IT service management credentials preferred.
Minimum Qualifications
• Advanced ability to analyze complex science, engineering, business, and data-processing challenges.
• Ability to develop and implement application, systems administration, or network solutions and perform systems management and integration.
• Ability to assess system capabilities, workflows, and schedule constraints and communicate technical findings clearly.
Preferred Qualifications
• Experience improving existing computer systems and evaluating commercially available software.
• Experience supporting Navy, DoD, or NAVFAC engineering stakeholders and preparing RMF-related technical documentation.
• Experience coordinating complex integration activities among technical and operational teams.
